TKC is an independent, owner-operated, consulting actuarial firm located in San Diego. The company was incorporated in California in 1990 by Frederick Kilbourne and Kathleen Blum as the continuation of their existing consulting practice.

TKC's primary purpose is to provide objective analysis of future costs for its clients. This is done by analyzing future contingent events and their financial implications. Actuaries make use of statistical data and methodologies, supported by informed judgment, for this purpose.

TKC consultants have particular skills in the oral and written communication of actuarial concepts to persons who are not actuaries.

TKC provides actuarial services to public and private clients. Public clients have included numerous state agencies and several agencies of the federal government. Private clients have included General Motors, the National Football League, and the California State Employees Association.
